If your springs are worn out and flat with the measurements you referenced the Dexter axle leaf springs part # DX74XR would fit as they are a little shorter. The Lippert Center Point by Trailair Air-Ride Suspension Upgrade # LC1565391 would be a really great option as well. We had some previous 2012 Dutchman Voltage 3950 owners say they have a Lippert 1621 pin box on their toy hauler. I recommend verifying this information to be sure. Based on that and your GVWR of 19,000 lbs the Gen-Y Hitch Shock Absorbing 5th Wheel to Gooseneck Pin Box # GY66FR is what you need.

We do have what you're looking for, but some more information will be required to find the right parts. If your leaf springs run under your axle you can use a flip kit for a lift. Based on your GVWR I'm assuming you have 6,000 - 7,200 lb axles which would have a 3" diameter. If that is the case, you can use the Dexter Trailer Springs Over-Under Conversion Kit # K71-385-00. This will raise your trailer by the diameter of the axle plus the height of the leaf spring stack.

However, please take a look at the Trailair Air Ride 5th Wheel Pin Box - Lippert 0719 - 18,000 lbs. # LC179879. The only advantage to switching from a ST235/85R16 Load Range F tire to an ST235/85R16 Load Range G tire like the Provider ST235/85R16 Radial Trailer Tire - Load Range G # TTWPRG235R16 is that the tire will run cooler like you mentioned, do to the tire not being as close to its max load capacity.
